November 2021 Ballot Measures
As a local education and issue advocacy group, Broomfield Taxpayer Matters is providing analysis and recommendations for several of question will be on the November ballot.
Statewide Ballot Questions
Amendment 78 - Custodial Fund Appropriations Initiative
Measure would mandate transparency and accountability to the distribution of custodial funds that are paid to state government officers and agencies, outside of the state budget.
Proposition 119 - Creation of Out-of-School Education Program and Marijuana Sales Tax Increase
Introduces additional taxes on Marijuana sales with the intent to fund out-of-school education. The issue we have with this measure is that it increase taxes on marijuana to an unelected, unaccountable authority board of nine members who are selected by this governor in support of the Learning Enrichment and Academic Progress Program (LEAP Program.). The nine-member authority board would select all vendors for the program, have taxing powers, and select their own replacements. The authority board could incur debt, accept gifts, and accept contributions to the authority.
Further, the tax increase on marijuana would push marijuana sales to the black market, working counter to the legalization of marijuana sales.
Proposition 120 - Reduce Property Tax Rates and Retain $25 Million in TABOR Surplus Revenue Initiative
The intent of Proposition 120 is to lower commercial and residential property taxes by 9%. Lowering property taxes is good for businesses and families, especially given the current economic challenges faced by Coloradan.
While the proposition was placed on the ballot, the state legislature changed the definition of residential property in an effort to undercut Proposition 120 and hurt a citizen lead initiative to lower taxes. Voting yes on Proposition is a statement that the citizens have the right to be heard and not ignored when it comes to their pocketbooks.
Local Ballot Questions
Question 2A - Rank Choice Voting
Broomfield Question 2A would change Broomfield Municipal Code to elect the mayor and all councilmembers using a ranked voting method, as defined in Title 31 of the Colorado Revised Statutes, beginning with the November 7, 2023 municipal election and for all elections moving forward.
While the measure is being positioned as a better way for Broomfield to elect its local officials, it would increase the cost of elections in Broomfield. Further, the measure strong support by current city council members who have dramatically increased Broomfield’s budget over the last several years, raising concerns about the motivations for the measure.
